This game should make it so that you need your summoner to be at least level 20 or 30 to be able to use World Chat or Megaphone.
These real-money traders keep spamming chat. All at least level 1. You block 1, another emerges after a few minutes.
At least this way spammers will have to invest time leveling/doing quests just to spam and be blocked. LOL
TLDR; Set a level requirement for people to use world chat/megaphone.
