SHADOW BUFF and NERF for SOLETA in GLOBAL SERVER

I am really curious as to when did COM2US do this to SOLETA in the GLOBAL SERVER.
This buff and slight nerf to soleta was only done to KR SERVER last week but it already has been applied in the global server without even being mentioned in the patch notes.
It seems to me like you people from COM2US are doing really shady stuff.
You can't even inform your players that you did this, your company is truly incompetent.
