Need Guild to merge w/mine - Guild Wars - Velajue

I am on the Velajuel server and I am in a guild with about 20+ players. There are a few of us that play pretty consistently (5 -6) but our guild is pretty casual. We are ranked 23 on the server, so we're not terrible.
Anyway, the problem is my guild leader is having problems recruiting higher level players and we don't currently have enough active players to compete in Guild Wars. I was thinking if there was another guild in a similar situation, maybe we could merge guilds?
